Purpose of the Job
The Support Services Team Leader is responsible for managing support functions—Finance, Administration & HR, and Supply Chain—in Malakal. The position oversees support services staff and ensures compliance with DRC policies, procedures, and donor requirements. Reporting directly to the Head of Support Services, the role provides leadership, technical guidance, and capacity building to ensure efficient and effective support service delivery. With a field focus, the position contributes to the development of strategies for Malakal and translates them into actionable work plans and day-to-day operations.
Key Responsibilities
People Management
- Lead, supervise, and develop the support services team in Malakal, including recruitment, performance management, coaching, capacity building, and staff development planning.
- Support managers in setting performance goals and objectives, in close coordination with the Juba office.
- Manage performance, including addressing underperformance in line with DRC HR policies.
Human Resources (HR)
- Ensure proper maintenance, confidentiality, and secure storage of HR records.
- Monitor and update staff leave balances in the system, providing regular leave reports to managers to support leave planning.
- Liaise with the HR office in Juba for employee data updates and DRC Dynamics inputs.
- Ensure timely submission of payroll data to Juba HR and support managers with performance evaluations.
- Oversee recruitment and contract management for casual staff, ensuring compliance with DRC policies.
- Support local recruitment processes and provide monthly HR KPI reports to Juba.
Administration
- Ensure proper functioning and maintenance of DRC offices and guesthouses, including budgeting for related costs.
- Manage lease contracts, utilities, and facilities, ensuring compliance and timely payments.
- Supervise maintenance and support staff (cooks, cleaners, guards), ensuring a clean, safe, and professional working environment.
- Liaise with local authorities on administrative and legal matters relevant to DRC operations in Malakal.
Finance
- Maintain and update the area office master budget, and provide monthly inputs to the country finance team.
- Support project managers in developing budgets and ensure donor compliance in cost planning.
- Ensure proper financial documentation, timely posting of transactions, and quality control of vouchers.
- Monitor budget spending, provide financial updates to project managers, and ensure timely submission of fund requests.
- Ensure suppliers are paid in line with contract terms and safeguard all cash transfers.
Supply Chain, Logistics & Fleet
- Oversee fleet management, including vehicle insurance, asset management, maintenance, safety, and fuel consumption tracking.
- Support logistics planning, including preparedness assessments for transport, warehousing, fuel, communications, and staffing.
- Supervise radio and satellite communication systems, ensuring functionality and cost efficiency.
- Ensure robust supply chain systems that are adaptable to emergency and crisis situations.
Asset & Warehouse Management
- Ensure compliance with DRC’s Operations Handbook across offices.
- Provide monthly reports on assets and inventory to the Area Manager/SMT.
- Implement tools to improve inventory management and ensure proper asset disposal processes with donor/DRC approval.
- Oversee warehouse operations, ensuring accurate stock tracking, secure storage, and compliance with health and safety standards.
- Provide input on warehouse contracts and management of commodities in transit and storage.
DRC Dynamics & Compliance
- Ensure proper application of ERP (DRC Dynamics) processes for supply chain, HR, and finance.
- Use data analytics and ERP reports to improve efficiency and inform decision-making.
- Ensure compliance with DRC policies, donor regulations, and operational standards.
- Contribute to strategic planning and operational decision-making for Malakal.
Qualifications & Experience
- Bachelor’s degree in Accounting & Finance, Business Administration, HR, Supply Chain Management, or related field.
- Minimum 3 years’ experience in finance, supply chain, administration, or HR in a managerial/team leader role.
- At least 3 years’ experience managing teams.
- Proven experience in fleet management, asset management, and procurement.
- Strong knowledge of financial planning, budgeting, and reporting.
- Experience working with service providers, contractors, and compliance with procurement standards.
- Solid experience with ERP systems and advanced MS Office (Excel & Word) skills.
- Experience working in the humanitarian/INGO sector.
- Fluency in English (written & spoken) with good command of Arabic.
