Overall purpose of the role: The Economic Recovery Coordinator will provide overall technical leadership to economic recovery programming in Jordan. This will include overall technical strategy development and coordination of relevant projects and proposals as well as oversight of program design and tool development, including Standard Operating Procedures (SOPs), work plans, and trainings for direct programme beneficiaries. The Economic Recovery Coordinator will represent DRC in relevant internal and external coordination forums and provide technical leadership among peer organizations ensuring high-visibility portfolio of livelihood, cash, financial inclusion and integrated programming.

The individual will report directly to the Head of Programme. Your main duties and responsibilities will be:
Programme Strategy & New Project Development:
- Support the contextual revision and roll out of the DRC Jordan Country Action Plan, ensuring it is supported by a country economic recovery strategy which provides strong rationale for programmatic priorities and reflects the evolving nature of the Syrian crisis and changing labour law and regulations in Jordan, especially as they impact vulnerable individuals; Contribute and lead the technical design and review of concept notes, logical frameworks, budgets and full proposals in relevant technical sectors;
- Will foster strategic private sector engagement and maintain those relationships.
- Proactively engage in bilateral coordination with local and international NGOs as well as with international public organizations to refine, expand and strengthen DRC’s referral and information assistance and partner networks whilst seeking new partnerships for innovative livelihoods programming.
- Support the Monitoring, Evaluation, Accountability and Learning Department in rolling out qualitative and quantitative monitoring and evaluation approaches aiming to build contextually grounded learning into programme activities; Ensure that all economic recovery interventions are informed by market conditions through overseeing regular labour market and skills assessments.
- Visit programme activities and provide support and feedback to staff and implementing partners on programme approaches and methodological issues.
- Maintain technical links with DRC Regional and HQ counterparts to ensure that DRC Jordan programmatic priorities align with and respond to global learning.
Team Technical Support:
- Coordinate DRC Jordan’s Economic Recovery Unit and provide team members with technical guidance and support, including through regular coordination meetings;
- Mentor and support the Livelihood team through regular one-to-one supervision and performance appraisals; Ensure all Economic Recovery tools, SoPs and guidelines are regularly updated, and all staff are trained.
- Develop DRC Jordan cash programing tools, guidelines and SOPs in coordination with relevant technical units. Ensure the Livelihood Unit provides regular training and supervision to ensure quality project implementation. Support members of the Livelihood Unit to conduct field or shadow visits and advise on quality concerns.
Coordination, Representation & Advocacy:
- Represent DRC at technical coordination forums as agreed with the HoP.
- Maintain close working relationships with technical leads within DRC Jordan, MENA, and HQ to ensure strategy and implementation coherence with overall objectives.
- Develop and maintain DRC's Jordan network of private sector partnerships Take part in monthly PM meetings as requested by HoP.
- Take active role in pushing DRC’s advocacy messages in relevant coordination forums.
About you
To be successful in this role we expect that you possess the following:
- At least five years proven and successful track record as technical advisor or project manager in the field of livelihoods; You should also have:
- Proven experience working in economic recovery programming in a middle-income country context, preferably refugee hosting;
- Experience implementing market systems development and fostering strategic private sector engagement; Leadership experience in livelihood/ economic recovery-related coordination mechanisms;
- Experience in implementing the Graduation Approach and youth-based programmes Experience in implementing youth-based programmes
- Up-to-date on latest trends in humanitarian innovation Experience with team supervision and technical support;
- Experience with project cycle management and project management tools such as logical frameworks, work plans, and monitoring plans.
- High integrity and willingness to conduct her/himself transparently and open to scrutiny Previous experience in a range of livelihoods grants implementation
- Fluent in English and Arabic.
